I downloaded the most recent version available from Github yesterday,
installed the most recent Python available for Windows, but 'dviasm'
nonetheless reports :

> $ dviasm hyperlinks.xdv
>   File "D:\(elided)\Oral history\TeX\Source\dviasm.py", line 73
>     raise AttributeError, 'Bad DVI file: %s!' % msg
>                         ^
> SyntaxError: invalid syntax
> 
> $
