I've been in contact with Somdev Vasudev, author of RomDev <https://github.com/somadeva/RomDev>.tec/map, and with Daniel Stender, maintainer of the xetex-devanagari distribution at CTAN <http://www.ctan.org/pkg/xetex-devanagari>. Somdev is completely happy for RomDev to be freely and publicly shared (he understood that's what he was doing when he put it on Github). I've added a CC BY 4.0 license for him to merge into the Readme file. Meanwhile, Daniel knows all this and will shortly add RomDev into the CTAN xetex-devanagari distribution.
