I figured out the issue. They work if the entire text is in black, like this:
{\moo \Huge   }

But the do not work if I have the marks in red while the glyph in
black, for example, like this:
{\moo \Huge  \color{red}{} }

Is it not possible to modify the color of the diacritical marks while
letting GPOS handle the positions of the marks?

The behavior does work in Firefox, e.g., as <FONT Color="red"></FONT>
