Xunicode most certainly does *not* require the tipa package, just the file t3enc.def for the font encoding that tipa.sty uses. This is so that constructions from tipa.sty can be replaced by their Unicode equivalents, enabling older documents using TIPA constructions to be processed correctly. Not sure why TIPA isn't part of your TeX installation anyway. If there is a good reason for this, I can adjust that part of xunicode.sty to bypass this dependency and the accompanying TIPA functionality.
