There was a whole thread on this 2-3 weeks ago:

      How to manually create the xelatex.fmt?

Some quite heated views were expressed on how/when distributions
should or should not upgrade. It is impossible to agree with
everything that was said. Which is the whole point.

Also there are 2 ongoing threads which identify problems in the
way XeTeX currently works. Until these are solved satisfactorily, 
I wouldn't be recommending upgrades for systems that require 
releases to be stable and correctly documented.
