Which tipa characters are you referring to? If you're talking about mapping from the tipa shorthands (e.g. \textbarl), most of these are defined in the xunicode package. It also defines the textipa command, but it's not a complete implementation (the special macros in section 3.2.4 of the tipa manual are not defined, among others).
