The same issue exits with luatex (it is not really an issue or a bug, it is just the complexity of setting right and left skips), although you do not need to swap right and left skips in RTL mode in luatex. see attached. Of course bidi does nothing for luatex but perhaps I should add more support for lists like what I have done for XeTeX.
