Try another font! Maybe your font has a substitution table active. For
a try you could use Latin Modern.
Another option is to invoke xelatex like this:
xelatex -output-driver='xdvipdfmx -vv'
to see which character mapping files xdvipdfmx applies.
BTW, how do you determine that your PDF has U+0027 instead of U+2019?
