The idea is to produce a test file so Will can try including it in another document to test the options, not to do anything meaningful with \pdfpageattr, which indeed is a pain in the, errrr, head. Actually that's the s-less version I meant (\pdfpageattr, not \pdfpagesattr); the PDF Reference doesn't flag the Bleed-, Trim- and ArtBox as inheritable, so I guess using \pdfpagesattr won't work. I didn't know about MediaBox, but it makes sense -- even though the pdfTeX manual gives /MediaBox as an example of an attribute in \pdfpagesattr.
