It is indeed! What you've found has been found and fixed earlier, last
autumn, by Ross Moore. The cause is that PostScript and PDF divide one
inch into 72 equal parts (TeX big points, bp) while TeX gets 72.27 equal
parts from 1".

I update my MiKTeX installation regularly. So, I suppose that it still
uses the old version.
