IIRC, Windows, at least XP, have an environment variable setting system
dir, so a proper implementation should check it and not hard code any
value, but as I stated before, right now we don't locate the files
ourselves, but this is likely to change later (the issue is more
complicated under *nix systems as one needs to parse fontconfig
configuration files).
