I'm not sure it really is. It's largely about interrupt arrangements for guests, which (being PCI-related) may or may not be re- usable by Arm once they get to support PCI. I'd like to have an Arm maintainer's view on this before giving an ack here. And once moving it around, changing its name to something more suitable should also be considered.
