I would give TI Jacinto6 as an example. It is an automotive focused SoC,
has no IOMMU. BTW, I have a strong feeling that some J6 based automotive
systems with XEN already reached production stage. I'm not really sure
if they are certified, but anyway.
So, yes, I'm pretty sure IOMMU-less platforms with XEN would require
certification.
Can you quantify what would be the cost of keeping that code around for
IOMMU-less platform?
