I'm afraid that blktap 3 is not part of Xen and therefore you won't find many people who can answer questions, at least not on this list.
More generally, questions posed in this way, even on maintained areas of code, do not often result in much attention, take a look at http://wiki.xen.org/wiki/Asking_Xen_Devel_Questions for some advise in this area.
