it is already "[PATCH v8 00/11] toolstack-assisted approach to PVHVM guest kexec" waiting for reviews and (IMHO) 'ok' (as I think all major concerns were addressed). The change is fairly isolated from other parts of Xen so it shouldn't bring risks to the release.
