It would be probably best to write it as: "Currently iommu_inclusive_mapping is not implemented for PVH Dom0", rather than "not working". iommu_inclusive_mapping is only used when !need_iommu(d), and PVH Dom0 requires an iommu, so this condition is never going to be true.
