Yet small remark about security:

As inaccessibility workaround you can use (as mentioned on referenced topic
discussion):

- Archive.org snapshots (wit some delay of binary release)
- Public Proxy
- Public VPN
- TOR browser

With exception of first one, all methods can be quite dangerous!
So every time double check on download page of installation binary:

1. Good Server address:

   physics.princeton.edu

not physics.princeton.edu.me or physics.princeton.edu.ru  etc.

2.Encrypted connection with valid certificate

Don't click through warning about problems to access page. Usually small lock picture as prefix of URL. Most modern browsers show full url only
after click on address bar after page load.

Attackers can try to redirect your request to page to unencrypted channel. And then downloaded binary can by modified on fly and infected with malware.

Highest risk is on TOR network. Quite high percentage of TOR exit nodes modifies on fly all (!) executable binaries downloaded via them. (But of course they can not
 do it on properly  secured https channel.)

Risk is higher on older not updated and patched browser on old unsupported or
not updated OS as Windows XP.

is inaccessible from  (and only from!) big part of Europe.

Reason is probably misconfiguration of some kind of DOS IP filtering
for this web. Other webs as for example:

seems to be OK.
