It's not for releasing translated packages. It's for when you've added/updated the rosetta translation (and screen shot). Rosetta is the theme used on the xx.wordpress.org sites. The process is as follows: 1: update repository with files (in locale/rosetta) 2: send a deploy request 3: sit back and relax. The wordpress.org admins get a notice that you've updated your files, and they have to copy them to the correct places for the updates to become visible on your xx.wordpress.org site.
