To be honest, there are difficult bugs to fix before releasing 0.8, and it's important to release something to keep motivation...
Thus, the 0.7.9 will contain lot of enhancements for users of 0.7.4. This is not question, 0.7.9 must compile on Windows and must work under Windows. Variety of operating systems and CPU processors enable to find bugs that sometimes are difficult to find... In addition, until there is no recent version of Wormux for Windows, Windows users will post bug reports of old bugs on the forum, or worst, they will not post the bug reports thinking they have a quite old version... So we need a volunteer to package Wormux 0.7.9 for Windows.
