I don't have very many ideas for you. I think some deeper debugging is needed to sort the issues out. Are the computers where 'all is well' also running German (or the culture where the failure is observed)? Are you dealing with the fact that the built-in domain names for accounts are localized on German (and other cultures)? (I would not expect this behavior even if that were an issue.)
