I don’t believe that this approach will actually work. The MSI components are evaluated during (before?) the CostFinalize action, so by the time InstallInitialize runs, the new MSI has already made up it’s mind about what components are going to be installed/ignored. This is fine if you always want files to increase in version, but if you actually want to be able to run an “upgrade” (uninstall + install) where the new installer lays down whatever it’s got, you have to use REINSTALLMODE.
