Including the Transitive="yes" to the components doesn't seem to change the behavior in Maintenance mode. The Components are not marked to install. Is the condition in using the Radio button property, incorrect by any change ? I do see in the logs, that the Property has the value set in "Execute Action". So, I expect the Component condition to find the property value to compare. Could it be that the File version rules is preventing writing the file?
