You'd need a custom BA, in which case you are in full control of the detection/planning. It sounds like you are trying to work around a bad installer, instead of fixing it. Do you really require all packages of the previous bundle being removed before installing some of the exact same packages in the new bundle (what about "core" prerequisites like .Net, SQL Server, ...)?
