I don't think that's the right way to uninstall, I think you're
leaving the bundle installed but with zero packages in it.

In my unmanaged BA I'm passing BOOTSTRAPPER_ACTION_UNINSTALL to the
Plan function and that does remove the bundle from ARP properly.
