I will plan to post a bug tomorrow at work. I do not have a wix build environment for wix 3.9. I tried both at work and at home and have not been successful yet. I previously built debug versions of wix 3.7 and 3.8 but still working to get a debug version of wix 3.9. I have been reading the 3.9 code, comparing to the 3.8 code, and focused on plan and cache modules. While debugging my mba, the issue seems to happen at the point the bundle is acquired (but that may be a symptom pf the plan). Since a newer version bundle does exist in the users cache, the newer yet remote bundle is not downloaded (even thought the download path is correct even when stepping through OnResolveSource). I tried to create a simple example project, but since it is related to downloading a bundle, I am not sure how to do that without using an mba and a remote web site (which is no longer a simple project). Thanks for the assistance and any advice on how to narrow down the issue.
