We use VS2013 and heat to harvest files and registry information. I have not used it to harvest a VS project file, as discussed in the bug. The bug also does not indicate that the reported issue is related to missing MSBuild v120 PlatformTools. that seems to be a different issue, but I could be wrong.
I suspect that the MSBuild v120 tools needs to be installed on the system before the Wix Toolset setup is installed.
