My "OS update" colleagues are telling me I can just install a raw CAB of updates (hotfixes, etc.) and somehow use pkgmgr correctly (transactionally, removably, etc.) without an MSU. Is this really the case? I cannot see this anywhere at Microsoft or in the WiX documentation. All the hotfix stuff I see presupposes an MSU.
