It does have one called CreateServices. I'd have to see a verbose installer log and the machine in question to troubleshoot further. It is the ServiceInstall action that takes 8 minutes for 4 services. This is a fresh HyperV Virtual machine that I am trying on. Registry settings (servicespipetimeout or anything) is not altered.
