Not really any good ways. Trying to leave a component behind when you uninstall
a product runs counter to the general design of Windows Installer. It can be
done in a couple of ways, but generally those ways make removing the component
when you want to remove the component difficult. It tends to be an either/or
thing: either you leave the component behind or you don't.
Will this config file ever be updated in any future upgrade? Is this config
file ever changed post-install (either manually or via any program)?
