Orca reports RemoveExistingProducts is scheduled immediately after
InstallValidate in the msi.

I'm starting to think it might be Burn instead of the msi installers.
I think Burn is the one installing the new bundle then uninstalling the old
afterwards. I can't find any documentation in Burn to change this behavior
otherwise.
