Thanks everyone for your help with this. For future reference: Using WiX 3.7 Typo in directory name (Resources/Resource) Removed this line: <WixVariable Id="WixStdbaLicenseRtf" Value="" /> Changed BuildAction to None and Copy to Output Directory to DoNotCopy
