If "over any existing version" means that the old product will be removed and replaced by the new one, a major upgrade with RemoveExistingProducts "early" (e.g. just after InstallInitialize) will do that. You'll need to set the major upgrade to detect and replace any installed version, even products with a higher version than the incoming one.
