I haven't tried it, but could you add a PatchFamily for each version that you want patch? Each PatchFamily would have a Version to identify the product version to update. You would not use the PatchFamily's ProductCode attribute at all. Instead, the parent Patch element's TargetProductName would match the name of the product you're updating.
