One issue I think you have is in the ServiceControl, you have it to Start on Install but to Stop on both Install and Uninstall...
If you want the service NOT to start to test, then take out Start="install" After testing put back in Start="install" and change Stop="uninstall" Question re ServiceIntall, What Account are you using? Does it have a password?
