DoNotHarvest controls whether the WiX MSBuild scripts will automatically
harvest files in the project for you using the HeatProject task. If my
memory is correct, it is set to "True" because the current implementation
doesn't harvest something correctly. I think it had something to do with
harvesting a project that referenced other projects where the other
projects were not harvested.
Here is how I would change the Condition:

Directory="%(ProjectReference.RootDir)%(ProjectReference.
Directory)obj\$(Configuration)\Package\PackageTmp\"
DirectoryRefId="INSTALLLOCATION" ComponentGroupName="CBUDirect"

Condition=" !Exists('DropContent.wxs') AND ('%(ProjectReference.WebProject)'
== 'True') " />
