maybe the TRANSFORMS is specific to instance transforms.  So how do you add a
regular transform to a msi?   

On the commandline of MSIEXEC.exe it states to apply a transform via the /J
msifile module /T transform.mst.

How do you tell Wix to do this?

I get this (from log file):
