I think this is a bug in the burn engine, with just 2 MSIs the displayed
progress gets to 111%. This seems to stem from the fact that the
OnCacheAcquireProgress() get an overall progress of 199% so I don't think
it is related to the HACK code for the MSIs. Once I get some more concrete
results I'll raise a defect.
