Would you say that the Requires element is not needed? I thought that Requires might be placed inside of an MsiPackage or ExePackage, for instance, to reference the Provides. But apparently the schema doesn't support that. It can only be placed under a Bundle, Fragment or Provides. Is it not used/needed?
