Burn doesn't support same version upgrades, I have questioned this before as I 
think it should. I thought I had raised this as a bug/feature request but can't 
find it now.

1. Wix supports same version major upgrades that are the same version using the 
SameVersion flag. Why isn't Burn using this as well, or is there a way to turn 
it on?
