Yes, wix2010.targets creates preprocessor variables for the referenced .sqlproj *if and only if* the referencing .wixproj (and its containing .sln) are building in Visual Studio.
If the referencing .wixproj (and its containing .sln) are building on the command line using MSBuild, then wix2010.targets does *not* create preprocessor variables for the referenced .sqlproj.
