What causes burn to copy a package from the source folder to the location pointed to be the Name attribute when you build a bundle?
I find that sometimes this happens but can't figure out the logic. It makes sense that it does this for non-compressed packages but I am also seeing it happen for compressed ones and would like to stop this.
