Maybe. In that case, (as I see it) 'the Program' means WiX so it seems 
reasonable to make available WiX's source. In the MS-RL, 'that file' implies 
the whole bundle i.e the bootstrapper's exe, any WiX extensions AND my program 
that I want to install. This seems rather onerous, am I reading it wrong?
