Looking at the definition for ServiceInstall, you have to have the File element in the same component. So, that limits you. Otherwise you'd be able to put the File in one component and maybe reference it by two different ServiceInstalls. Alas.
I've done something that may be similar to what you're doing. I've used the same file for two different services by adding a post-build step to my Visual Studio project. I copied the .exe to the output folder twice, with two different names.
