Looks like this is a bug as I have now managed to reproduce it - if UAC is disabled and the user is not a local admin the code fails to request admin access (or block the install). Defect raised 3534925.

If I logon to the PC with a user that does have admin rights the install runs ok. Comparing the logs it looks like burn is not doing the elevate step.
