I'm a developer, not an IT guy too, so it's not anything I've ever done, just read about :) Yes, login scripts are similar to start-up scripts but run during login, rather than computer start up. I guess youd use a startup script for a per-machine MSI and a login script for a per-user MSI. You assign login scripts via group policy. It's not an ideal way to deploy but it'll work.
