The issue I remember explicitly hitting was that you can only install x86
and x64 packages in a certain order. Get them out of order and it failed in
strange ways. Office and Windows Live also both tried to use the feature
and hit issues that prevented them from using it.

Basically, I gave up waiting for the Windows Installer team to make the
feature work correctly and stopped enumerating issues (because they were
not getting fixed).
