Right. You could do this in a custom BA, changing Burn's plan from uninstall to nothing. (I like that the engine has a feature to let a bundle "clean up" in this case but I agree there's another feature here: Long ago, I was in a thread with Fredrik that Burn needed an "EnableCondition" for the do-nothing scenario.)
