That isn't the way it is coded, if you set LicenseUrl=" " (a single space) the licence URL is disabled. As Pally said this is what the documentation says: "If it is not provided the link and accept license checkbox is not displayed, providing an "unlicensed" installation experience. The following example links to a license page on the internet."
