Okay, I think I answered at least my initial question: apparently <PropertyRef/> must appear at least *after* <Package/> or the issue(s) appear.
Not sure why that is; it certainly is not intuitive with an experience if advanced knowlege of how Xml is supposed to be readable. Order shouldn't matter. Apparently Xsd schemas say that order does matter, however. Hope this helps other newbies like myself.
