My installer includes a pair of DLLs each with a set of MUI localization files. 
Each of the DLLs is generating a warning on the <File> element:

  ICE03: String overflow ... Table: File, Column: Language

When I look at the resulting file table in Orca, I can see each of the language 
IDs for the MUI files in a comma separated list.

Where is that list coming from? Can I force the language to be nothing/empty 
(the DLLs are, after all, 'language neutral')?

As I understand it, the warning can be safely ignored but I'd rather get rid of 
it.
